This would allow us to upgrade testsuites even after they've been bootstrapped from the testsuite starter pack

Closing due to https://github.com/kurtosis-tech/kurtosis-cli/issues/64 , but this lives on for modules in https://github.com/kurtosis-tech/kurtosis-module-starter-pack/issues/23
