CL and EL nodes are always run in the post-merge world. We added a flag to control the launch of extra services like Forkmon, Prometheus and Grafana, as well as the transaction spammer

The changes look good to me. I wont have the time to run it, but I'm happy to approve if you have tested it out.

Yes I tested it on my laptop and it works 👍 I am not sure why the CI didn't run on my first commit, but I merged master and it successfully ran.
