Support drafts #21

This is a Jekyll feature, not a plugin feature

Currently it is not possible to have drafts in different languages. Drafts put into the folder _i18n/en/_drafts get ignored. Using global drafts is possible by using the top level _drafts folder but these are then included verbatim for every language of the site.

Request re-opening.
