将来の拡張に備えクラス階層の変更 #718

将来，HeuristicStatementAndConditionSelectionを追加予定． これに先だって，クラス階層をリファクタリングした． 変更前：HeuristicStatementSelection -> StatementSelection -> CandidateSelection 変更後：HeuristicStatementSelection -> HeuristicSelection -> CandidateSelection 変更前にのみあった，StatementSelectionはこのPRで削除． 追加予定のHeuristicStatementAndConditionSelectionはHeuristicSelectionの下にぶら下がることになる予定．
