update ci to push pre-release docs on github.io #182

Previously, the gh-pages sphinx docs were posted to github.io only for tagged vM.N.P stable release.

This revision posts the latest sphinx docs to kutaslab.github.io/fitgrid-dev-docs when an action on branch dev builds and uploads a M.N.P.devX development package to conda channel kutaslab/label/pre-release.

This is so docs updates since the previous stable version are available online to users/testers who install the latest pre-release conda package.
