Borrowing my fix from https://github.com/OpenIndiana/oi-userland/pull/5674 borrowed in turn from https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-upgrader/+bug/1780501 and there from guake.
Should fix issue #2
Tested with VTE-2.91 which announces as major.minor==0.52 (so falls into the codepath that needs encode(utf-8) ).
