Track Cadre Payments - Add GSA rates #43

Instead of requiring Zac to plug rates into spreadsheet, put them in myself.

1) understand how zac currently ties rates in on spreadsheet; how are locations matched up? 2) understand how to tie in non-continental US info. 3) tie it all in.

Add IsCONUS column to Location.StateCodeset, set values

On download spreadsheet, if IsCONUS, look up from GSA (if no match, use default rate) Otherwise, just leave blank
