feat(measure): add device metadata to origin #356

What does this PR do ?

This PR add a step to the measure ingestion pipeline, the goal is to add the origin device metadata to the measure origin

How should this be manually tested?

Step 1 : Create a device with metadata
Step 2 : Push a payload through it
Step 3 : Check the measure document origin

Conflict would not update for commons group Return conflicts only when there is at least one
