Implement WAV and OGG support using original resources

User Story

The original game had various sounds and there were WAV and OGG sound files used for this. There is a need to add sounds like in original game.

Steps

• [ ] Investigate the Rust and non-Rust libraries providing support for WAV and OGG file formats.
• [ ] Propose the design of configuration file options and sound support implementation. Also provide the test cases description.
• [ ] Implement specific configuration file options support.
• [ ] Implement unit tests for option support.
• [ ] Implement OGG output.
• [ ] Implement unit tests for OGG file support.
• [ ] Implement WAV output.
• [ ] Implement unit tests for WAV file support.

Definition of Done

• [ ] The design is peer reviewed and approved by the community members.
• [ ] CI builds are passing on all the necessary platforms.
• [ ] Units tests passing.
• [ ] Peer review issues resolved successfully.
• [ ] Documentation generated is able to build and provides the necessary amount of information for other community members.

Out of Scope

• Other file format support.
• Implementing WAV/OGG reading libraries.
• PulseAudio/JACK and other 3rd party audio server connections.
• Sound effects support.
