Setup.py won't pull in SQLAlchemy >= 1.4.0 #257

Barring making this module compatible with SQLAlchemy 1.4, lets at least specify that we're not compatible.

We're working on fixes in #260. I'm not sure a minor release that might break dependency resolution is the best thing to do, given most people will have encountered the issue by now. I'll keep this open in case someone makes a strong case before we get a new release out.
