Flesh out the help system to give a list of commands and descriptions.

so are we talking about help on both the server system and the client system?

I noticed that the server tag is currently on this one, but the current help system is only available on the client.

what do you think?

help system re-factored over to the server, and flushed out to match the commands the server can currently parse. Closing this issue since that's the case.
