Maximize width/height control sequences #394

xterm ctlseqs.txt specifies CSI Ps ; Ps t sub-features
            Ps = 9  ;  2  -> Maximize window vertically.
            Ps = 9  ;  3  -> Maximize window horizontally.
I propose to implement these (unlike request #350 which asked for interactive 
features) (although xterm itself does not seem to implement them properly).
