KVIrc fails to gzip logs for channels with non-ANSI names on win32 #1079

Reported by z0rc on 24 Jan 2011 18:52:20 UTC KVIrc 4.1.1 r5358 snapshot. Just as topic says. Here is my example. The system locale is set to Russian. Logs from channels with Russian and English names get gzipped correctly while logs from channels with Japanese names don't get gzipped at all. There is a bunch of channel_#ロシア.2ch_2011.01.23.log.gz.tmp files in the KVIrc4\log folder which appears to be plain text files.

KVirc v4.1.1 revision 5032, Windows 7 x64, 32-bit executable.
