Make the colour code ^C99 reset text foreground colour #1337

Reported by Andrio on 01 Nov 2012 09:27:34 UTC On mIRC and HexChat, the colour code chr(3)99 resets the foreground colour of following text to the default. For KVIRC this way of resetting text colour that starts with numbers without affecting boldface, underline etc. doesn't work.
