Custom CP spend in Perks and Skills #207

Add a "Custom" option to Perks and Skills. Let the user enter the CP cost and what it is for. This would allow someone to enter the CP spent on a Power for a role, or some other custom thing that truly doesn't need to be in the cored database of the CMA.

Roles already exist in the CMA, including private team roles and other custom shenanigans.
