2022.12.41 setColorLevels Maximises Brightness ALWAYS #20

Long-standing and predates your changes: https://forums.indigodomo.com/viewtopic.php?t=24035&p=196064

But any call to indigo.dimmer.setColorLevels with RGB -- always increases Brightness to 100%.

This causes issues with Color changes within Homekit as doesn't send brightness with these requests. I'm trying to work around, but lagging as deviceState not updated quickly enough.

Any chance you could have a look?
