Migrate scripts to l10_mapper_generator package. This is to enable implicit calling of scripts when required.
Added parsable file-path argument to AnnotateLocalization script.
Fixed error message,
Fixed spacing issues after annotation.

PS. Converted scripts from bash to use dart scripts instead.
