Send member applicant a confirmation email on interview submittal #36

This PR functionally sends an email to the applicant when an interview is finished. However, sending the interview questions and answers to the applicant isn't super useful. Can we get someone who knows what we want to say to write something up and then I can implant the content here?

TL;DR: PR is blocked until we have the relevant applicant email content to send.

Yes absolutely! I don't think we should send them the notes we take. I think an entirely new email should be made rather than adding to this email. I had started working on a new email using laravel markdown option. I should have added myself to the ticket.

I'm happy for you to take it over though! Would you like me to push what I've got to this branch?
