Purchase approval process changes #76

Purchase approval via email process isn't working as it's getting buried in email.

We would like to have parts of this moved to slack. Someone should still be able (and required) to submit the purchase request on our website, and we'd like the purchase approval posted to slack to a new slack channel (to be created) - similar to how the inquiries coming from the kwartzlab.ca web form are reposted to slack as well.

The whole process shouldn't move to slack (i.e. asking people to skip the form and post directly to slack) because the webform nicely feeds into a spreadsheet for the treasurer, and email is still more trusted for keeping records of history (more so than slack)

@sarahjonesmilligan feel free to let me know how I can help but currently no part of the implementation currently goes through kOS. Is the interest in re-implementing this functionality through kOS? Because if Slack integration is all we're looking for, it seems to me that it would be easier to just add that function to the current setup.
