Google's Project IDX is a remote platform to develop code.

This PR just introduces the needed dev.nix file so people can develop on Project IDX

Thanks for the initiative! As talked offline, giving support for this is interesting as it is simple, with basically no footprint in the project. I've only added your signed-off-by and added some context about what is Goggle IDX in the commit message.
