Organization Recurring Events #24

As an organization, I should be able to set recurring events for convenience.

Note that this feature is added, but cannot be tested using the Render API since the free version I use will spin down with inactivity.

To test use the VolunteerIndexAPI locally and configure the link in the config.ts file

Upgraded the API to starter version ($7) for consistency with testing and for the end users.
