Shiny rate not changed in any game

I wanted to change the shiny rate to do a shinylocke but it doesn’t seem to be changed. When i extract the edited rom it says it is, and so is the rest i randomized but the change doesn’t take effect. (The games do launch and i’m on emulator)

remove any installed patches as that replaces the exefs entirely.
