The goal is to encourage players to invest heavily in 1-2 markets instead of investing lightly in all of them. For the same investment, it should be more effective to invest it all in one market than to spread it out between multiple markets.

Early buildings will be relatively weak (i.e. will have small effect on supply).
Relatively expensive technologies will strengthen all buildings of a certain type.
[ ] Another way is with building that improve on existing buildings:
Early buildings will be weak, but can be upgraded into better buildings.
New buildings can (but don't necessarily have to) consume more of the tile's resources.
