Move repo to NIEHS #105

@kyle-messier the repo is on your account, I am not sure I can move it myself. There's absolutely no hurry, but do you think you can move this repo to NIEHS? I also think we should rename it. I let you choose between bach or barbara (Barbara is one of the most famous French singer, like Edith Piaf).

sure, we can do that soon. What does the barbara acronym stand for?

I didn't do deep research on the acronym yet, I just thought that we have a b for Bayesian, several A for Air temperature, America... Bayesian Approach to Regress (?) Biased Air temperature Readings across America, something like that.
