debug simulate_css in targets pipeline #1

@SkylarMarvel create_mc_samples is not finding the needed TK data for certain chemicals in the example - I know they are available, so not sure why it is happening. I added "load_sipes2017".

This gives all TRUE, so again, chems are there.
