Don't review each deck one by one, mix it up! This should probably work by evaluating the 'next card' on each deck, and picking the most 'ready' one. This will be prone to producing 'clumping', however, so you might just collect all 'ready' cards immediately at the beginning, and shuffle them up. Inserting them properly into their respective decks needs to be handled properly.
