Identify routes/route stop patterns by operator id that should be snapped to roads.

Amtrak chartered vehicle (o-9-amtrakcharteredvehicle)
Amtrak California (thruway buses)

NJ Transit (o-dr5-nj~transit)
Peter Pan bus lines (o-dr-peterpanbuslines)

Make sure route vehicle type is bus. You don't want to snap ferry routes to roads.
