Split up Variable Definitions page

Have one for each type of data (i.e. bsf/car/etc). This way, if you're searching for a given variable within one dataset, you don't have to load the information about all the unnecessary variables from other datasets.

Maybe still have a page for "All".

I.e.

Variable Definitions:
  - BSF
  - Carrier
  - Outpatient
  - etc
  - All

And route the links from the table in the outpatient page to the variable descriptions in the outpatient page, not the all page.
