Found the solution. Remove NSToolbarDelegate inheritance from the SceneDelegate and add a SceneDelegate extension that inherits from NSToolbarDelegate. The extension is enclosed in #if targetEnvironment(macCatalyst)/#endif.

If you try to build this project for an iOS device, multiple errors appear in the SceneDelegate file, such as "Cannot find type 'NSToolbarDelegate' in scope". Building for Mac compiles just fine. Using XCode 14.2.
