Change being dead to 400 seconds when no doctors are available #34

Q: "so for the 400 second respawn timer vs 800 when doctors are online are we checking for whether or not shaman / doctors are online? or just doctors?"

A: "shamans too. should be vs all medics"

Need to add this in scope.
