I just tried installing Background Music in a macOS 14.2 (23C64) VM on an M2 MacBook and app volumes worked for me. I've also tested on an M1 Mac Mini, but that was a while ago.
I'll need someone who can reproduce the issue to do some investigation, unfortunately. The first things I'd check are
I had the same issue as well. Going into System Preferences -> Sound -> Input and selecting 'Background Music' resolved the issue. Simply enabling microphone access is not enough.

For me doesn't works.
I'm on an M2 MBA (2022), and I get app volumes as respected, but when I unplug/plug-in an audio device and background music switches to the new device, the app shows the slider in the position I expect, but the volume is reset. clicking the slider in place brings back the expected volume though, so minor inconvenience.
I have a 2019 13 inch Macbook pro running Sonoma and, I'm having the same issue, I might be willing to help depending on how technical it gets. I'm hoping this issue gets fixed very soon or I will be forced to find something else.
Applications that cannot be managed from the menu
Description of the bug After installing the software, the management of the volumes of the various applications used does not work correctly. By moving the slider, you cannot lower or raise the volume for the individual application. I encounter this problem on both macOS Ventura and Sonoma, using a MacBook Pro M2
