How to fix block (blocked:other) when try to load from local PC or another site? #33

Hello! How to fix block (blocked:other) when try to load from local PC or another site? When load page, I have issue with no load site http://prntscr.com/nytroq What does it mean? On some site when use https I download Disable Content-Security-Policy plugin for Chrome and it help for me, but not in this situation.
