Add Cetus, Earth, and Vallis Timers #3

To start, I will be adding the 3 TimerPanels to the grid to test the different functionality. #2

As of 70df3ca the TimePanels are all functional. Next I plan to start saving their grid locations to store and then begin loading every other panel.
