ability to combine more than one tag in the method get_popular #36

What steps will reproduce the problem?

I nede some like:   get_popular(vim+gvim)

Attached my app to get popular tags in shell

The way I see it, you can pass "gvim+vim" as tag. 
The old feed function does not do further encoding of the path so it possible 
to use '+' in it.

However, as appears requesting http://del.icio.us/rss/popular/gvim+vim, 
this particular path *does not* return any data for tag combinations.

I have added tools/dlcs_feeds.py as a preliminary frontend for feed requests. 
But the  old functions remain and I have really no need for feed parsing myself 
at the moment.
