Use the current operation instead of relying on assignment state

Description Currently we determined the formation operation (assign/unassign) based on the formation assignment state. In this PR we determine the formation operation based on the type of the latest assignment operation for the given assignment.

Changes proposed in this pull request:

• remove INSTANCE_CREATOR_DELETING and INSTANCE_CREATOR_DELETE_ERROR assignment states in favour of a new assignment operation type - INSTANCE_CREATOR_UNASSIGN
• create instance creator assignment operation for assignments with instance creator related states
• use the latest assignment operation for figuring out what is the formation operation instead of using the FA state
• adapt flow control operator
