Move ADRs to git directory #1000

As a result of internal meeting we want to move ADRs for this repository from Issues labeled as decision to docs/contributor directory.

[x] Create docs/contributor/adr directory
[x] Port all ADR issues for project to files, starting incrementally from the oldest to the newest
[x] Follow naming format starting from0000-adr-title.md
[x] Use https://github.com/kyma-project/api-gateway/blob/main/.github/ISSUE_TEMPLATE/adr.md as a default template
