Not able to add modules when there are none initially #3038

Description User is not able to add modules when there are none initially.

Expected result User can add modules even if they had none initially.

Actual result You can't add modules if there are none initially.

Steps to reproduce

  1. Got to modules
  2. Remove all modules
  3. Refresh
  4. Try adding module
