Releasing with semantic versioning

Description Kyma Dashboard and busola should be released regularly with semantic versioning.

Acceptance criteria:

• [ ] Busola and Dashboard versions are available as Github Releases
• [ ] OCI imaged of Kyma Dashboard are available as release artifacts
• [ ] kubernetes manifests to deploy Kyma Dashboard are available as release artifacts
• [ ] Installation procedure should be updated with the information how to install and configure Busola in Kyma Control Plane (focus on configuration and dependencies like IAS)
