[ ] we pass cfg.Provisioner to CreateRuntimeResource step. We need to handle this differently when Provisioner is no longer used, at least rename it, possibly merge with cfg.KimConfig as Parameter Object. Will be in scope of https://github.com/kyma-project/kyma-environment-broker/issues/1241
[x] moving the grand switch from the step to separate package - use just simple function call in the step https://github.com/kyma-project/kyma-environment-broker/pull/1086

Simplifying the configuration will be feasible when we remove provisioner. So this task is blocked till then.
