Description

Implementation of blocking Sap Converged Cloud plan provisioning together with feature flag for that implementation.

Changes proposed in this pull request:

APP_BROKER_DISABLE_SAP_CONVERGED_CLOUD flag for turning converged cloud plan with specific error message and its consumption in instance_create.go,
returning specific error message g
unit tests.
