Currently we call provisioner to remove instances created without KEB (KEB is not aware of theirs existence).
We are not responsible for deletion of such instances so environment cleanup job will delete only instances created by KEB and will use only KEB to deprovision instances.
Since provisioner is due to be decommissioned soon, we cannot fail the job if provisioner is not available.
Eventually calls to provisioner would be removed.
