Implement a way to trigger serverless function rebuild if needed #14279

Description Currently, out implementation doesn't allow rapid prototyping of git-based functions. A developer working on a git based function would have to manually recreate the function to trigger the rebuild or wait for the next reconciliation window.

It would be useful to provide a way to trigger a rebuild on demand without the need to wait or re-create the function.
