[Mandatory Modules] Implement Metrics

Description

With https://github.com/kyma-project/lifecycle-manager/issues/1052 the mandatory metrics reconciler is introduced. It is still missing metrics and should be implemented with this ticket.

Reasons

• Better Debugging
• Needed for Alerting
• Check performance

Acceptance Criteria

• [ ] Implement new metrics for Mandatory Modules Reconciler
• [ ] Adapt the controller names to visualize the controller runtime metrics in existing dashboards
• [ ] Reuse already existing metric endpoint from lifecycle-manager
• [ ] Cover new metrics in E2E test
• [ ] Metrics which should be covered
  • [ ] Mandatory ModuleTemplate count
  • [ ] Status of Mandatory Module manifests
    • Adapt the manifest status panel to exclude mandatory modules
    • Add a new panel to visualize the mandatory module manifest status
