Stop the synchronisation of Module Templates to the SKR #1556

Description

ModuleTemplate CRs should no longer be synchronised to the SKR clusters.

Reasons

With the Module Catalogue rework in https://github.com/kyma-project/lifecycle-manager/issues/1472, we will no longer need ModuleTemplates in the cluster - Busola and CLI can use a central resource.

Concept was changed - MTs will be synchronized to the SKRs
