Description

Changes proposed in this pull request (what was done and why):

Fix the metrics by setting the Name field in the LeaderElectionConfig
Release the leadership if the replica is shut down by setting the ReleaseOnCancel
Fix https://github.com/kyma-project/telemetry-manager/issues/1567 by running leaderElector.Run(ctx) in a loop
Improve the test samples
Make it possible to set lease holder ID as env var
