Removed the comment # TODO: FIX PRE-AVE-NORMALISATION from the top of load_emeg_pack() as part of #173/#184.

@caiw - can you take a look at this issue when you get a chance now that you understand the normalisation a bit better? (After the Heeger paper submission).
