Use AGW ShortcutEditor #238

When wxPython 3.0.0 is released, use AGW's ShortcutEditor to let the user customize the keyboard shortcuts. http://xoomer.virgilio.it/infinity77/AGW_Docs/shortcuteditor_module.html

By letting the user set accelerators for any menu item, all the menu items should be enabled/disabled with the same policies as those that already have accelerators.
