Add Hip-02 Support for transferring domains #572

Expected Behavior

It would be good to be able to transfer a domain name to a Hip-02 address.

Current Behavior

Currently the transfer domain section only allows HNS addresses

Steps to Reproduce

  1. Go to Domain Manager
  2. Go to a domain you own
  3. Go to transfer
  4. Try to send to a name

Context (Environment)

This would make sending people domains easier.
