[Bug] Ammo system #492

I guess it is an issue, related to https://github.com/kypvalanx/Foundry-VTT-StarWars-SagaEdition/issues/489. NPC tokens can't reload their weapons, regardless of whether they have a power pack in their inventory.

Sidenote: they can spend it though.

Also, I think there should be a warning message / interruption when there is not enough ammo to do a single-fire/autofire attack.
