for 0.2.3, improve rally point behaviour with a repeating rally pulse, and force-deleting the last rally point when placing a new one.

0.2.3 has updated rally point behaviour, but it's just a 3 second repeating pulse and any number of rally points can be active, a squad just goes to the nearest one. 0.2.4 needs a way to (hot-key?) to remove (destroy) them easily.
